New Jersey lawmakers hold bill SB 3814 “Dog Training Licensing Board” to ban aversive training methods for dogs after trainers testify

On February 10, 2025, a significant hearing took place at the State House Annex, Committee Room Four, in Trenton, New Jersey, concerning Bill SB3814, which was under consideration by the Senate Economic Growth Committee.

This bill proposed the establishment of a Dog Training Licensing Board aimed at regulating dog trainers across the state and mandating a specific training philosophy for all practitioners.

My name is Luis Ruiz, and I have a profound passion for dogs and animals. I could not stand by silently while this important issue was being discussed. I firmly believe that great individuals reach the pinnacle of their success when their voices are heard. Upon learning about the proposed legislation, I promptly contacted fellow trainers. We engaged in extensive discussions about our collective concerns and strategized on how best to approach the matter.

During the hearing, which commenced at 10:30 AM, trainers presented their testimonials and articulated their perspectives on the role of trainers in enhancing the welfare of dogs and their owners. Notably, while Senator Vin Gopal was unable to attend, he received feedback from many individuals opposing the bill. As a result, he decided to hold the bill for further consideration.

I would like to extend my heartfelt gratitude to Chairwoman Senator Nilsa Cruz-Perez for hearing our case and for her decision to put this bill on hold.

The trainers demonstrated exemplary preparation and professionalism in sharing their experiences and the positive impact of their training methods, particularly the balanced approach. Additionally, several clients attended to share their success stories, further reinforcing the value of effective dog training.

As we move forward, we remain committed to educating the committee and advocating for our profession. We believe that every great man and woman, both in the past and in the future, stands up for something they believe in. United in one voice and as one team, we can accomplish anything. I am a passionate dog trainer who loves what I do, and I stand ready to continue this vital advocacy.
